The society usually views homeless people as drug or alcohol addicts who are unable to become a proper part of the society. No one pays attention to them and local authorities usually try to find a place for such people as they are not supposed to be on the streets of the city all the time.
However, it is also important to take into account the following: each homeless person has their own story. There is no guarantee that all of them are either addicted to alcohol or to drugs. Some people have to live on the street because they do not have any other choice. For instance, they may have lost all their money because they have gone broke. As a result, they lost their job and their house. Their wife left them and such person had no relatives or true friends to stay with until they get back on feet. Such stories are numerous.
